1. The Form of Internal Meditations
Shipmate:“To try to navigate and correct the state’s corruption through declaratory and injunctive relief is insanity.”
Cipher Hunter:“Them we have investigated before.”
Shipmate: “Not in federal court. How many more public records requests and court cases will it take? HOW MANY? Tell me, do you believe in this mission?”
Cipher Hunter: “These people need our help; it is our duty to defend their civil rights and freedom.”
Shipmate:“I don’t care about your charge, and I no longer give a damn about Rome or fighting corruption in a fallen world. If you desire to spend eternity in this mission, Michael, then so be it, but false imprisonment and life destruction at the hands of the state cannot be chosen for another.”
Cipher Hunter:“And yet you choose tyranny, corruption, and exploitation for the least among us who cannot defend themselves.”
Shipmate:“NO, I choose freedom, life, and the retirement that we have earned.”
Cipher Hunter:“How many times during administrative and civil procedure have we out-maneuvered the state’s false allegations of criminal conduct, discrimination, excessive public records fees, misrepresentation, and obfuscation while revealing the truth? Outnumbered, outflanked, yet still we triumph. With you at my side, we can do so again. Michael, we are veterans; what other purpose do we serve if not for such a cause?”
Shipmate: “Michael, you fight for a world that will never exist, never. There will always be a battlefield. I will never find peace on this Earth, of that I am certain. After I retired I only desired to find peace in a place of my choosing, but if a federal court case reveals this to be the true form of the nation that we spent our lives serving, grant me a favor: do not abandon me to a burial at sea on a ship bearing its flag. 2. The Form of the Reckoning
The evidence supports that some have criminalized me and attempted to minimize me to a smaller, false form of abuse and vexatious behavior, most likely to comfort their vanity, entitlement, and insecurities. At the same time, they isolate me from this state’s citizens, whom leadership possibly fears will see them for what the evidence supports they truly are. Yet, I have known who I truly am since the beginning, and Christ has known me before I was born, just as he has known you.I believe many of you criminalize me because you do not know how to process or deal with a lawful, unyielding warship who, as you have come to realize, has spent his entire life prepared to commit everything he has in the defense of someone else.
All of my legal research and personal experience reveals to me that what some may view as an unorthodox communications style will most likely be used against me by those who seek to shift the spotlight away from the evidence of their own unethical conduct. At the same time, I refuse to sterilize and boilerplate my personal testimony and experience for the purpose of ratifying the comfort and decorum expectations of the unethical whom the evidence supports violate the law at will to satisfy personal or political objectives.
I respectfully submit that when I look at the strategic aspects of these events, it is my belief that the only winning move the state has left is to persuade others to look away from the historical evidence of its own conduct within these matters. The state cannot win against the evidence that supports its historical record. The only path the state has is a procedural off-ramp, and it is the evidence revealing the leadership of this state’s desire to pursue it that demonstrates their true commitment is not to the health of this republic and its people, but solely in the defense of its own existence, political power, and the survivability of those who feel entitled to maintain a grasp on what they feel are their positions.
If a citizen cannot communicate their own conscience through lawful means that express their identity and life experiences, what value do our constitutional rights have? The State of Iowa’s false allegations of criminal conduct and other unlawful acts, as supported by the evidence, are nothing more than a weight that I have lifted so many times before.
What right does anyone within the state have to question, scrutinize, or abridge the freedoms, rights, and liberties of a veteran and their lawful use of these, after they spent their life serving and defending your own?
I feel that my heart is dead; my soul only feels alive when I am serving something greater than myself at the tip of the spear. May God deliver my rib before my spine collapses under the weight of evil, because on this Earth, no man ever truly accomplished anything without the eternal love and wisdom of one woman. I wanted to be a musician when I retired from the United States Navy:

3. NOTICE OF INTENT TO LIMIT PRAYER FOR RELIEF TO EQUITABLE, NON-MONETARY REMEDIES
Please be advised that by September 25, 2026, I will submit a signed and notarized declaration to Deputy Attorney General Steven Blankinship formally providing notice that the forthcoming federal complaint will irrevocably exclude any prayer for monetary relief, including compensatory, nominal, and punitive damages.
The forthcoming complaint’s prayer for relief is strictly confined to prospective declaratory and injunctive remedies against named state officers in their official capacities, directed solely at remedying ongoing administrative policies, practices, and customs that allegedly constitute continuing violations of federal law and subject the plaintiff to continuing deprivation of federally protected rights. Under the foundational framework of Ex parte Young, 209 U.S. 123 (1908) and Verizon Maryland Inc. v. Public Service Commission of Maryland, 535 U.S. 635, 645 (2002), the action is structured to proceed under the established exception to the Eleventh Amendment bar by alleging ongoing violations of federal law and seeking strictly prospective relief.
Furthermore, the intended relief does not seek retroactive compensation for past injury, nor does it compel the expenditure of state treasury funds to remediate past administrative actions. The prayer for relief is intentionally tailored to respect the distinction between permissible prospective remedies and impermissible retrospective relief established in Edelman v. Jordan, 415 U.S. 651 (1974) and Papasan v. Allain, 478 U.S. 265, 277-78 (1986).
This notice establishes that the forthcoming action is not brought for financial recovery. By disclaiming all monetary damages, this proceeding seeks only prospective equitable relief to remedy and prevent continuing violations of federal law.
